Nom it as Relationship: Csevet Aisava/Deret Beshelar, instead of Csevet Aisava/Deret Beshelar.
As for why the problem occurs, well, AO3 treats character tags, relationship tags, and freeforms completely separately, so for matching reasons all the nommed tags must go under the same category in the tagset. For CC, that category is characters. AO3 also forbids having two tags with identical names, so when you asked it to add a character tag Csevet Aisava/Deret Beshelar to the tagset, it spotted that it already had an identical tag that was classified as a relationship, so it threw an error at you. This is part of why all submissions must begin with Character: , Relationship: , or Worldbuilding: , rather than only having the actual "content" bit of the tag.
